The Steam FAQ confirms citizen roles in the planned EA scope. Toplitz names Mayor and Sheriff as examples of official choices.
What is not established
The checked sources do not provide a complete role table, exact eligibility, trait effects or numerical bonuses. A “best role” ranking would be unsupported.
Prepare a comparison
When the game exposes the choices, record each candidate, stated effect, requirement and the settlement goal it supports. Compare those records within the same build before making a recommendation.
